Proposal gain traction each session, but not likely to pass in 2013
AUSTIN — Last week, Gov. Rick Perry invited Sens. Rodney Ellis, Robert Duncan and other legislators to the signing of the Michael Morton Act, a measure aimed at preventing wrongful convictions in Texas.
“Texas is a law-and-order state, and with that tradition comes a responsibility to make our judicial process as transparent and open as possible,” Perry said during the signing ceremony of Senate Bill 1611, authored by Ellis, D-Houston, and Duncan, R-Lubbock.
